    摘要:

    系统解析低空经济核心基础设施的发展困境,缓解低空航空器起降场布局与低空经济高质量发展的矛盾,本文针对城市低空航空器起降场的关键瓶颈与优化路径展开研究。本文梳理了我国低空经济政策演进脉络与典型城市布局特征,提炼出空间布局区域失衡、技术标准滞后、跨部门协同低效、商业模式单一等核心问题。从需求驱动与功能协同视角出发,归纳总结深圳高密度物流、杭州空铁协同、成都山地救援等差异化模式的实践经验,剖析布局失衡的内在机制。结合数字孪生、动态空域管理等新技术应用,提出多层次布局体系构建策略:优化区域资源配置以提升公共服务均衡性,加快技术标准迭代以适配新型航空器需求,强化跨部门数据共享以提高治理效率,创新航空城市服务模式以增强市场化动力。当前低空航空器起降场发展缺乏政策技术市场协同进化机制,建议重点突破智能决策框架构建、动态标准体系完善、跨域治理平台搭建等关键环节,为低空经济与城市立体交通、能源系统的深度融合提供理论支撑与实践路径,助力破解新兴产业培育中的系统性矛盾。本文提出了低空航空器起降场布局优化建议,为低空经济的系统化规划、空域资源高效配置及城市立体交通融合提供了决策依据。

    Abstract:
